Law Enforcement Exploring

I just received my copy of Geo, an italian magazine.
There's an article about the Convention on the Rights of the Child, which has been signed 20 years ago on the 2nd of september, showing this photo

Googling around I found the image came from an article published more than one year ago by the New York time. I discovered the existence of Law Enforcement Exploring, a "career-oriented program that gives young adults the opportunity to explore a career in law enforcement by working with local law enforcement agencies".
Young adults?!? Babies, as you only need to be 14!
The program is part of an organization called Learning for life. Creepy…
